I hope everyone is enjoying their summer so far. It feels like things are as busy as ever and there are a lot of upcoming changes coming up and meetings surrounding the wonderful world of local plumbing code, so I will get right into it.
At its June 23, 2026 special meeting, the Plumbing Board decided to pause the current Chapter 15 rulemaking process and reconvene the 2024 UPC ad hoc Chapter 15 Rulemaking Committee (the Committee). The Committee will review additional stakeholder feedback on the proposed adoption of Chapter 15.
- The 2024 UPC ad hoc Chapter 15 Rulemaking Committee will hold a SPECIAL, in-person (WebEx/Phone options) public meeting on Tuesday, July 21, 2026, from 1 to 3 PM in the Minnesota Room, Department of Labor and Industry, 443 Lafayette Road North, St. Paul, MN 55155. The regular Plumbing Board meeting will be held at 9:30 a.m., July 21, 2026. A meeting notice will be sent to you next week.
- As part of its work, the Committee will review new Requests for Action (RFAs) that suggest changes to the draft rules the Committee shared at the June 23 special Plumbing Board meeting. New RFAs should be based on those draft rules—not on the original, unchanged 2024 UPC Chapter 15 language.

The State of Minnesota Department of Labor and Industry (DLI) issues the CCLD newsletter that provides pertinent information regarding the construction codes.

It is published electronically quarterly to inform the construction and code industry about plumbing, electrical, mechanical, and building related information. I recommend members regularly check the newsletter for any Plumbing Code interpretations.
